How to Import a Mini Truck: What Buyers Need to Know Before They Start
Mini trucks — compact Japanese-market pickups like the Suzuki Carry, Honda Acty, Daihatsu Hijet, and Subaru Sambar — have built a devoted following in the United States and Canada. They're small, fuel-efficient, surprisingly capable, and often used for farm work, property maintenance, and off-road utility. But importing one isn't as simple as buying a domestic vehicle. The process involves federal regulations, state-level rules, and a set of variables that can make the same truck easy to register in one state and nearly impossible in another.
What Is a Mini Truck, Exactly?
Kei trucks (pronounced "kay") are a Japanese vehicle class defined by small engine displacement, narrow body dimensions, and low payload capacity. Most are under 660cc engine displacement, under 5 feet wide, and weigh less than 1,500 lbs. They were built primarily for the Japanese domestic market (JDM) and were never sold new in the U.S. through normal dealership channels.
Most mini trucks imported into the U.S. are used vehicles, typically arriving from Japan via importers who purchase them at Japanese auctions. The trucks commonly come with right-hand drive, manual or automatic transmissions, 4WD capability, and a variety of bed configurations — flatbed, dump, enclosed, or refrigerated.
The 25-Year Rule: The Central Federal Requirement 🚛
The most important rule for importing a mini truck is the National Highway Traffic Safety Administration (NHTSA) 25-year exemption. Federal law generally prohibits importing vehicles that don't meet U.S. Federal Motor Vehicle Safety Standards (FMVSS). However, vehicles 25 years old or older are exempt from those standards and can be imported for road use.
This means a 1999 model year mini truck became importable in 2024. Trucks newer than 25 years face a much harder path — they'd need to be brought into full FMVSS compliance, which is expensive and often impractical for small-volume imports.
The EPA also has import rules tied to emissions compliance. Vehicles 21 years or older are generally exempt from EPA import requirements. Trucks between 21 and 25 years old may be exempt from EPA rules but not yet NHTSA rules — so age alone doesn't answer every question.
How the Import Process Generally Works
Most buyers don't import directly from Japan themselves. Instead, they purchase through U.S.-based mini truck importers or dealers who have already cleared customs. Here's how the process typically flows:
- Vehicle sourced from Japan — usually through a Japanese vehicle auction
- Shipped by container to a U.S. port
- Cleared through U.S. Customs and Border Protection (CBP) — CBP Form 7501 documents entry
- NHTSA and EPA compliance confirmed at the port
- Buyer takes possession — either from the importer's lot or arranged through shipping to a local dealer
If you're buying a truck that's already been imported and is sitting on a U.S. lot, much of this has already been handled. What remains is the state-level registration process — and that's where things vary significantly.
State Registration: The Biggest Variable
Importing the truck federally is only half the equation. Each state sets its own rules for whether a mini truck can be titled, registered, and driven on public roads — and those rules differ dramatically.

Titling Challenges and What to Watch For
Title documentation can be complicated. Japanese vehicles come with a Japanese Certificate of Title equivalent. When a truck is imported, the importer typically uses the CBP entry documents to obtain a Manufacturer's Statement of Origin (MSO) or applies for a state title directly. Some states accept this without issue. Others require a bond title or may not recognize the documentation chain at all.
Before buying, ask the seller:
- Does the truck already have a U.S. title in the seller's name?
- Which state is the title issued from?
- Has it ever been registered and driven on public roads in the U.S.?
A truck with a clean U.S. title from a state that has successfully registered kei trucks before is generally easier to transfer than one with only import documents.
Other Factors That Shape the Process
Right-hand drive doesn't disqualify a vehicle from registration in most U.S. states, but a handful of states have restrictions or inspection requirements related to driver position and visibility.
Emissions inspections vary by state and county. Some areas exempt older vehicles entirely; others require a tailpipe test regardless of age.
Insurance can be harder to find for mini trucks. Not all insurers write policies for JDM vehicles, though specialty and farm insurers often do.
Odometer readings are in kilometers, not miles — something that shows up on titles and registrations and occasionally causes confusion during inspections or resale.
The age of the truck, the state where you live, how you intend to use it, and whether it already carries a U.S. title are the variables that determine whether the process is straightforward or complicated.
