California Smog Test: What It Is, Who Needs One, and How It Works

California's smog check program is one of the most comprehensive vehicle emissions testing systems in the country. If you own or are buying a vehicle registered in California, understanding how the program works — and what affects your results — is essential to keeping your registration current.

What Is a California Smog Test?

A smog check is an emissions inspection required by the California Department of Motor Vehicles (DMV) and administered through the Bureau of Automotive Repair (BAR). Its purpose is to verify that a vehicle's engine and emissions control systems are functioning within acceptable limits and not releasing excessive pollutants into the air.

During a smog test, a licensed technician connects diagnostic equipment to your vehicle and evaluates several things:

  • OBD-II scan — For most vehicles made after 1995, the technician plugs into the onboard diagnostic port to check for stored fault codes and confirm that emissions-related monitors have completed their readiness cycles.
  • Visual inspection — The technician checks that emissions components (catalytic converter, EV-related systems, gas cap, etc.) are present and haven't been tampered with.
  • Functional inspection — Confirms that the check engine light illuminates at startup, indicating the system is operational.
  • Tailpipe test — Required for older vehicles (generally pre-OBD-II). A probe is inserted into the exhaust pipe to directly measure hydrocarbons (HC), carbon monoxide (CO), and oxides of nitrogen (NOx).

A vehicle either passes or fails. There is no partial credit.

Who Needs a Smog Check in California?

Not every vehicle is subject to the same requirements. Several factors determine whether — and how often — a smog check is required.

Vehicle Age and Type

  • Gasoline vehicles 1976 and newer are generally subject to smog checks.
  • Diesel vehicles 1998 and newer with a GVWR under 14,000 lbs are typically included.
  • Electric vehicles (EVs) are exempt — no tailpipe emissions means no smog check required.
  • Hybrid vehicles are generally subject to testing like their gasoline counterparts.
  • Vehicles eight years old or newer are typically exempt from biennial smog checks, though this is subject to program updates. Always verify current exemption thresholds with the BAR or DMV.

  • Test-Only stations — Can only perform the inspection. They cannot repair your vehicle. These stations are assigned to vehicles that have a history of non-compliance or have been flagged by the DMV's STAR program.
  • Test-and-Repair stations — Can both test and fix your vehicle. They cannot, however, certify their own repairs by re-testing in some program tiers.
  • STAR-certified stations — High-quality stations that meet BAR performance standards. Vehicles directed to STAR testing must use these locations.

Your registration renewal notice will indicate whether your vehicle has been directed to a specific station type.

Common Reasons Vehicles Fail 🔧

Most smog failures come down to a few recurring issues:

  • Check engine light is on — Any active diagnostic trouble code (DTC) related to emissions will automatically fail the OBD-II portion.
  • Incomplete readiness monitors — If a battery was recently disconnected or a vehicle was just repaired, the OBD-II system may not have finished running its self-tests. Driving the vehicle through a specific "drive cycle" typically resolves this.
  • Catalytic converter failure — A degraded or missing catalytic converter is one of the more expensive failure causes.
  • Faulty oxygen sensors — O2 sensors that don't respond correctly cause the engine to run with an improper air-fuel mixture.
  • EVAP system leaks — Small leaks in the evaporative emissions system (often triggered by a loose gas cap) are a frequent and relatively low-cost fix.

What Happens If Your Vehicle Fails?

A failed smog check means you cannot renew your registration until the problem is corrected and the vehicle passes a retest.

California offers a Consumer Assistance Program (CAP), which may provide repair assistance or retirement options for income-qualifying owners whose vehicles fail a smog check. Eligibility and funding availability vary, so checking directly with the BAR is the right step.

There is no grace period for driving a vehicle with a lapsed registration, and insurance complications can arise from registration lapses as well.

How a smog check affects you depends on your vehicle's age, fuel type, and emissions history — along with your county of registration and which station type your DMV notice directs you to. A 2022 hybrid in San Jose faces a very different situation than a 1998 diesel pickup in Fresno. The rules, exemptions, costs, and likely outcomes shift considerably depending on those specifics.
